Performance and Reward Advisor (Shared HR)
We are urgently looking for a Performance and Reward Advisor to assist the Shared Performance and Reward Manager in the delivery of specialist professional advice on Pay, Performance and Reward to matters to 2 London borough councils, including the provision of Job Evaluation services, as well as contributing to the delivery of wider HR services and projects in order to support the achievement of Council wide operational and strategic priorities.

Projects - Design, development and implementation of cross-service or borough Performance Management, Pay, Reward and Job Evaluation projects to include, but not limited to:

Reward Strategy

To input and contribute to the design, development, and implementation of a Reward Strategy for both London Borough Council .

To input and contribute to the review of the use of Market Supplements in both London Borough councils and the design, development, and implementation of formal policy for them.

Annual Pay Review Process

To input and contribute to the management of the Annual Review Process for senior managers and NJC staff.

PRP Annual Review/Moderation Process for Senior Managers at the council

To support and manage the annual moderation and PRP annual review processes for senior managers.

PRP Audit Process

To co-ordinate and manage the annual PRP Audit Review process at the council for senior management grades and individual PRP schemes in the business e.g. co-ordinate returns from Individual PRP schemes in the business, review and conduct analysis, prepare draft PRP Audit report for consideration by Shared HR Director and council Business Board.

Pay and Benefits Surveys

To co-ordinate and participate in the completion of periodic pay and benefits surveys e.g. London Councils, Local Government Employers (LGE) etc.

Job Evaluation

Jointly with the Reward Advisers deliver an efficient and effective job evaluation service, including coordination of Job evaluation appeals and presenting the management case.

Supporting HR Business Partners and business areas with re-structuring/re-organisations, including providing advice on job design and conducting job evaluations were appropriate.

Chair Job Evaluation appeal meetings to ensure that due process is observed and that appellants, their representatives and managers are given fair and reasonable opportunity to state their cases in relation to job evaluation appeals.

• Encourage all business areas within the Councils to work within the job evaluation procedures.

• Provide support to managers across the Councils as appropriate, in the preparation and drafting of job descriptions to a standard, which is fit for purpose not only for job evaluation, but also recruitment and line management purposes. This includes providing advice on the design of career grades.


CIPD membership or post graduate qualification in HR Management or equivalent qualification e.g. CIPD reward qualification.

Knowledge & Experience:

Up to date knowledge of pay and reward best practice, as well wider HR policy and practice, including emerging trends and related employment legislation, gained preferably within a Local Government or another public service context.
Significant experience of delivering, accurate and timely, specialist pay and reward, performance management and job evaluation advice and activities in a complex organisation or environment.
Experience of working with, interpreting, and applying comprehensive policies and procedures in a wider HR context, but with a particular focus on pay, reward and performance management.
Experience of pay and reward benchmarking, including participation in pay and benefits surveys; and applying this learning to local requirements in the two Councils.
Experience of drafting policy documents, guidance, and process management within the wider HR context, but with a focus on pay, reward and performance management.
Experience of designing, developing and implementation pay and reward policies and procedures or wider HR policies.
Has experience of advising on pay and reward, as well as wider HR aspects of organisational change.
Has worked with and understands the principles of performance related pay schemes, particularly in a senior management context.
Has an in depth understanding of job evaluation schemes and their application, ideally HAY and the GLPC scheme.
Experience of drafting formal communications to multiple stakeholder groups.
Experience of formal report writing.
Strong analytical skills with the ability to interpret and present numerical and non-numerical information e.g. evidence of complex data analysis to include 'what if' scenarios; pay modelling; interrogation and interpretation of data; identification of trends; and development of underpinning narrative .

Strong written and verbal communication skills and able to present information in a compelling and engaging manner.
Proven experience of successful pro-active HR Project Management.
Experience of negotiation and consultation, in a complex unionised environment.

Good written and oral communication, including presentational skills.
Able to work as part of a team or independently as required.
